i've recently installed the Sims 3 game
in my laptop (acer 4920 ; windows vista home basic ; intel® core™2 Duo CPU ; T5550@1.83GHz ; 0.99 GB RAM)
it requires

* 1.5 GB RAM
* A 128 MB Video Card with support for Pixel Shader 2.0
* The latest version of DirectX 9.0c
* At least 3.5 GB of hard drive space (9.6 GB if installing with The Sims 3)
with at least 1 GB additional space for custom content and saved games.

NVIDIA® GeForce® series
FX5900 or greater
G 100, GT 120, GT 130, GTS 150
GTS 250, GTX 260, GTX 275, GTX 280, GTX 285, GTX 295

People usually upgrade/change RAM and HDD only in notebook.
For CPU or GPU, it is not totally impossible, some people can get it to work, but its extremely rare case.

If changing the GPU... that's a bit impossible because the Processing unit was surface mounted on the motherboard. It requires reballing to install one. Not to mention that it can only take a processor that is designed to work with your motherboard. If you want to upgrade; buy a new laptop.

Change to OS to 7 or 8. If 7, don't enable Aero interface. Might help a little.
Hardware can upgrade RAM and HDD je. SSD can help the game load faster as the game is HDD intensive as well.
The game draw distance also minimize it. Shadow, close.
Should be able to play at low frame rate.
