Weather app is now fixed in my 4s after updating whatever needs to be updated in Cydia.

After updating the 2 new updates in Cydia, weather app is working normal now. I believe the 2 updates have to be applied in order for the app to work. I updated the Evasion update only at the beginning and weather did not work. After applying the other update, it worked.
