From what i can see, the trailer is not make by just a single person 
you will need a group of talented people who specialize in animation, modeling, vfx, music design,script writing,storyboard artist and on.It's what it takes to make a good movie/trailer.
I think if you want to take the course, what's important for the pc is the processor and the graphic card and also RAM.
I would say judging by the trailer, their pc spec could cost up to say >RM 5k?
just guessing
Anyway, you would definitely spend some money on getting a good pc if you want things to work smoothly.
