Right click on desktop > Catalyst Control Center > Performance > AMD Overdrive

You will need to use MSI Afterburner for voltage adjustment.

I've also tested it with my old Asus 4890 that comes with stock cooler. Only 1-2C cooler.

I think replacing the thermal compound to MX4 will improve the cooling but it will depend on the cooler used and the quality of the stock thermal compound. Cards that comes with third party heatsink might benefit more. My 7870 is one of them. 17C difference on load is a lot.
