You might be in for a bit of a wait unfortunately.
Leaving aside the sordid tales coming out from the Royal Commission of Inquiry into illegals in Sabah, the only way a non-M'sian citizen can (legally) get something like a M'sian Identification Card is via the Malaysia My Second Home (MM2H) program, which provided MM2H ID cards which (in theory) should give MM2H visa holders most rights normally the reserve of M'sian citizens, including but not limited to being cleared at the immigration counter for M'sian citizens, and local rates for hotels.
However, in July 2010 the issuance of MM2H ID cards was " temporarily suspended" (http://www.mm2h.gov.my/announcement.php), and has been pretty much that way since.
You could go over to the nearest NRD office and see if you qualify for the MyPR card.
Expats on a work permit were previously handed a brownish colour "IC" card, probably similar to the MM2H ID card. It was called a gold card if I remember correctly. When you call immigration and finally get through to the right person they will tell you that the machine that makes them is broken, it has been for years apparently.Leaving aside the sordid tales coming out from the Royal Commission of Inquiry into illegals in Sabah, the only way a non-M'sian citizen can (legally) get something like a M'sian Identification Card is via the Malaysia My Second Home (MM2H) program, which provided MM2H ID cards which (in theory) should give MM2H visa holders most rights normally the reserve of M'sian citizens, including but not limited to being cleared at the immigration counter for M'sian citizens, and local rates for hotels.

It doesn't always give discounts/local rates though. Many of the staff at attractions will probably never have seen one. My experience is that showing anything that shows proof of working or living in Malaysia (such as a bank card from a Malaysian bank, Malaysian driving license) may get you a discount sometimes. It's hit and miss really.
