Not Indonesian, we are a British family. Part of the reason I want one is to take advantage of 'local' rates for hotels, attractions and, I am informed, you can use it as a passport.
I have sent an email to the relevant dept. As soon as I find anything out, I'll post it.

You might be in for a bit of a wait unfortunately.

Leaving aside the sordid tales coming out from the Royal Commission of Inquiry into illegals in Sabah, the only way a non-M'sian citizen can (legally) get something like a M'sian Identification Card is via the Malaysia My Second Home (MM2H) program, which provided MM2H ID cards which (in theory) should give MM2H visa holders most rights normally the reserve of M'sian citizens, including but not limited to being cleared at the immigration counter for M'sian citizens, and local rates for hotels.

However, in July 2010 the issuance of MM2H ID cards was " temporarily suspended" (http://www.mm2h.gov.my/announcement.php), and has been pretty much that way since.

You could go over to the nearest NRD office and see if you qualify for the MyPR card.
