Yeah. Agree. U will only get umbrella and mugs from inp. Btw, I feel inp is just too honest as a developer. Hardly any discount and no full dibs unlike other developer where u can utilize ur discount to offset ur downpayment.

the thing is some residents want to enjoy the guarded environment, but they do not want to pay for it, so if even 50% agreed to form there would be some free riders, and u cant do anything to force them to pay because it is not enforced by Deed of Mutual Covenant.
