I bought a o.99$ apps, check back, there is a 0.09$ tax imposed.

Yea, you can create new ID countless times using the same iTunes ID. But to be safe, an iTunes account shouldn't have more than 2 GC apps downloaded. This is based on the ToS created by SE to so-called protect others users from manipulation of multiple IDs. I have 4 devices installed GC, but using three Apple accounts. No problem at all.
