I've contact iTunes support and I got this reply.

Daniel, I reviewed your account and noticed that you are not authorized to obtain content from the US iTunes Store. We are unable to provide further information regarding this situation. I apologize for any inconvenience this has caused.

I wonder if it has anything to do with me converting a Malaysian ID to US ID.

Here's the last method:
Delete your GC and reinstall using your US itunes account.

Now my ID is US ID. I change the stores to US ID.

I wanted to tried create a brand new fresh US ID. But then what I'm gonna go with this ID that has 99$?
I can't bring the credit to new fresh ID ryte?

Hmm... this is my situation... I have a few iTunes ID
ID1 - Malaysia => MBR
ID2 - Malaysia => KramerT84
ID3 - Japan
ID4 - Malaysia => new for ipad
ID5 - US (just made today)

for my new ipad2, I sync it with the same PC that I have ID 1 on. Both ID 1 and 2 are linked to my CC. Account 4-5 were set as no method of payment.

I was not able to purchase coins for JapGC as it was downloaded via ID3, which has no payment method and no gift card stored.

I set up GC on my new ipad2 using ID4. but previously the app was downloaded into iTunes with ID 1.

When I log into the game, I was able to purchase coins using the credit card too, although I just had to verify it. Probably this is because the program assume that since I am using a program authorized by ID 1 then the same method of payment may be used.

Now for the US iTunes, after creating ID5, I log into US iTunes and redownloaded GC. I have also loaded the $100 into this account/ID

Currently transfered all guardians back to MBR (just in case). Downloading iOS6.1 stuff to restore the iPad and repeat setting up the whole thing with ID 5

Hopefully with this "clean" setup, there should be no issues with coins and purchases using the gift card.. I can also avoid the temptation of using credit card on this device

Yes, you are not allowed to have US iTunes I believe. That's why they can't help you since the staff you contact got no access to US iTunes stuffs.

I bought a o.99$ apps, check back, there is a 0.09$ tax imposed.

Mine is actually the opposite.
My account only got RM50 in it, but continued using my bank debit card to purchase coins. First I bought the $3.99 package, approved and immediately see the coins add up, then I straight away click $27.99 package. Straight away see 3000 coins given. Haha! My account balance not enough to pay, but edy used the coins.
I figured Apple probably going to ban my itunes account for that.

Tax applies on all the purchased in AppStore that's how iTunes make money as the platform provider. But I noticed the tax also applied on the purchase on GC coins..

Well, so far my balance doesnt show any negative. Wait see my salary next month see if they deduct anything lor.
