OBJECTION: City Hall urged to reject the application for a massive mixed development near a mosque and residential areas

KUALA LUMPUR: RESIDENTS of Hartamas Heights are objecting to a new mixed development application in Jalan Changkat Kiara Hartamas. They say City Hall should not approve the development and should stand its ground and reject the proposal, as it did for a development project on this same piece of land back in 2003.

The development, on a 7.63ha land, is only 300m away from the residents' homes. They said it was not right for City Hall to allow the application to go through as it violates the status and will increase the density and traffic to the already congested area.

They are also unhappy that it is located in proximity to Masjid Wilayah. The multi-storey buildings of the project will rise in the skyline like a sore thumb and block the majestic view of the house of worship which was completed in 2000.

The residents came together to object the project which they had learnt just recently through a City Hall notice board at the site, put up on July 15.

Residents' representative, Azim Abdul Aziz, said they were slighted because the notice board was placed at an inconspicuous spot, and on top of that, did not portray the true scale and nature of the proposed development.

The project has a 49-storey office block, with an eight-storey podium with two levels of basement car park, as well as three service apartment blocks of five, 37, and 47 storeys consisting of 680 units, plus a six-level podium car park.

The sheer size of the proposed development came as a shock to the residents.

Apart from the proposed development being too near Hartamas Heights, Desa Nusantara, and Duta Tropika neighbourhoods, it is also too close to the mosque, which is not respectful, said Azim.

"We are concerned that the high-rise buildings will overshadow the mosque which is an Islamic identity of the city.

"Such massive development will be unheard of, or even prohibited in many Western countries, to prevent their important religious landmarks from being blocked or overshadowed," he said.

They are also concerned about the number of restaurants, entertainment outlets and karaoke centres.

He said there are bars that are allowed to sell alcohol and may blast loud music in front of the mosque.


They urged City Hall to carry out an environmental impact assessment and social impact study for the development and include the views of mosque's management, Islamic Development Department (Jakim) and Federal Territory Islamic Affairs Department (Jawi).

The proposed development will worsen the traffic congestion and indiscriminate parking in the area, said the residents.

"The land status should remain as residential.

"The land owner should not be given a free hand to do what they want. We want City Hall to be fair not only to the developer but also to the rakyat. We also want a chance to be heard and reject this project as it is not needed," he said, adding that they will submit the objection to the mayor Datuk Seri Ahmad Phesal Talib early next week.

To support their objection, residents had also presented a letter written by the then Jakim director-general Datuk Mustafa Abdul Rahman to City Hall, who opposed another mixed development project on the same plot of land as it was too close to the mosque.

In the the letter dated Oct 11, 2006, Mustafa also said, apart from traffic congestion, he was also worried that the project would bring about social ills.

He added that it could potentially hinder the government's plan to make the mosque an example of an Islam Hadhari mosque unachievable.

He had also said that high-rise buildings will obstruct the the call of azan.

The lawyer engaged by the residents, Jennifer Chandran, said they had run a check with the Federal Territory Land Office and the said land was still under residential status as of yesterday morning.

With just one more week before the deadline, she added that they would not give up, including handing in their objection that follows a hearing of the case with City Hall.

Should the result be unfavourable, they would proceed with a judicial review at the Court level.

KUALA LUMPUR: UEM Sunrise Bhd (UEMS) is expected to announce soon several partnerships in mall management/investment, property development and hospitality, with three local and foreign parties, according to sources.

The Edge Financial Daily understands that UEMS is partnering Australia’s Lend Lease Corp, Hong Kong-based property developer Sino Group and its Singapore affiliate Far East Organisation, and United Malayan Land Bhd (UM Land) in several commercial ventures in Kuala Lumpur and Johor.

It is believed UEMS’ deal with Lend Lease will give the latter the first right of refusal on all UEMS development land in the country pertaining to retail development, both for investment as well as management of the retail component.

Lend Lease will participate in the development of Publika 2, the shopping mall with one million sq ft in net lettable area being developed in the upcoming Floresta — Solaris 3 project in Kuala Lumpur.

It is unclear whether Lend Lease’s involvement will be via equity participation or management of the mall.

The integrated Floresta — Solaris 3 project has a gross development value (GDV) of RM2.33 billion. Located on 18.7 acres (7.56ha) near The Federal Territory Mosque in Jalan Duta, the project will include several high-rise buildings including a 50-storey tower.

This project will be undertaken by Ibarat Duta Sdn Bhd, a 70:30 partnership between UEMS and Melavest Sdn Bhd. Melavest is wholly owned by Taylor’s Education Bhd.

Sources tell The Edge Financial Daily that UEMS may hand over the management of the existing Publika Shopping Gallery in Solaris Dutamas to Lend Lease. In Malaysia, Lend Lease currently has a stake and also manages Setia Mall in Shah Alam.


Heading south, UEMS — the flagship company for the property businesses of UEM Group and Khazanah Nasional Bhd — is expected to rope in Lend Lease to operate the Mall of Medini in Iskandar Johor. The Mall of Medini project is a 55:45 joint venture between UEMS and Iskandar Investment Bhd (IIB).

This development spans some 35 acres and comprises street-style retail, entertainment facilities, shopping malls and serviced apartments designed to provide a unique retail, entertainment and lifestyle experience. The street-style retail component has been completed and the remaining components are expected to be completed in 2017.

UEMS is also expected to sign a deal that could see the debut of the Fullerton hospitality brand in Malaysia. Hong Kong’s Sino Group and its Singapore affiliate Far East operate the luxury class The Fullerton Bay Hotel and The Fullerton Hotel in Singapore. It is learnt that the Fullerton Hotel, which is popular for its chocolate buffets, will have a presence in Puteri Habour.

Sources say that the deal may extend to include another hotel brand under the group call Oasia. However, it could not be determined if the collaborations will merely be a management deal or if the foreign party will invest in the development of the hotel.

Should these two hotel brands have a presence in Puteri Harbour, the hotels will join two other brands already there — the currently operational Traders Hotel and the soon to open Somerset Serviced Residence.

Yet another deal expected to be inked between UEMS and UM Land is a joint venture for the development of retirement condominiums. Details of this partnership remain sketchy.

Both companies already have a 50:50 joint venture for a RM1 billion GDV project in parcel CS3 in Puteri Harbour located on a 6.7-acre site.

The Somerset project is in fact a joint venture project between UM Land and UEMS. Based on UEMS’ presentation material dated January 2014, it has 68.4 acres remaining in Puteri Harbour for development.

I don't think so. Otherwise Publika would have kena long time ago already. Anyway, the Mosque entrance is on the other side, not near to Publika/Imagika side

Past by UEM sales office today after saw the billboard -Solaris Parq. Split to zone A and B. Zone A is the residential towers which will launch in Jul, next to mosque.

Price 1300 psft... Very aggressive pricing in this environment but UEM very confident.

Publika no doubt is gaining its popularity in recent years, even the car park also increase the rate (maybe due to increasing of maintenance cost).
Location is prime but not a good place to stay.. at least for me..

What's your view on MET1 vs Solaris Paq, any advice and thoughts? MET is leasehold by Naza TTDI, within the KL metropolis project

I believe Solaris Parq will be slightly expensive per sqft for the same size compared to Met 1 due to the freehold land tenure.

Location wise, Parq will be connected to Publika via a proposed link bridge; and is just across the road from KL Metropolis.

The Circle line MRT will only come into operations around 2025 the earliest.

Another factor to consider is the whole KL Metropolis will be a perpetual construction site for the next 15 years so you might want to consider the liveability factor.

Having said that, generally both projects are in a superb location.

Thanks for sharing ur thoughts! Placed a booking for Met1 and now considering to drop it for Parq instead. Few points being considered are the leasehold vs freehold thingy, Parq being near to mosque and the long-term construction and development at Met1 like you have rightly pointed out. Buying it for investment though...

Wow..1300 better buy met1 or kl sentral. Sentral suites @kl sentral by mrcb only selling about 1100 to 1200 psf. Location definitely a steal as it's located at biggest transportation hub. Saw their proj. Quite impressive. Can give u some insight if u r interested.

Makes me wonder isn't sunrise product selling by itself usually?
The second tower looks sleeker and more modern.
Layout A looks a bit under-utilised.

Confirmed about 700k for 1+1 ka?
.. Uem sunrise , final deliverable should be decent.

But depend a lot on market. Now KL market like lembab only, many shop around seem like separuh mati. Haizzs.

Type a pun boleh , about 850k before discount .1+1 722 sft
A bit ex lei pricing , but it looks pretty nice. Hope it does well.

forgot to ask! anyway the SA super sucks, like couldnt be bothered to properly intro the project to me. i had to ask for every bit of info, didn't even bother to offer me brochure, had to ask for it.
maybe it's my dressing.

as my buddy mentioned, i am not an agent.
so no i do not get referral fee.

what i probably get is goodwill from agents whom i introduce buyers too.

i have no problem introducing "good" agents who are selling this project.

so if anybody need any detailed briefing i can probably get the agent to contact you guys directly.

PS: i don't know much about this project ya.

btw, just look thru the type layouts again... frankly i think the layouts not that great, yah?

eg type C.. Bedrm 2 window facing the neighbour unit BR2 window..

type A. bathroom no ventilation window (it's sandwich right in the center and the wall of neighbour unit?)

corner units the secondary bedrooms 2, 3 etc could have quite a lot of sun (morning, or evening)

Hi all

Just an update, my hub went for the launching this morning and it's quiet initially but crowd staring to build up now. Managed to get a unit on the low floor. Unit 05 for type A is running low except low floors such as level 1-4. Good luck to those who's keen!

8%+2%+1%, thanks! Hopefully it's a good investment. Placed a booking for MET earlier but withdrew due to Parq

I think even now you go in buy publika studio (sub sale) with 90% MOF, for sure the rental collected cannot cover the monthly installment right ? Not to say this new 1.

The master room layout is different.
For 1022sqft; as you enter you see the master bath vs 1423sqft as you enter you see the wardrobe.
And of course 1423sqft is a more practical rectangular shape where rooms are maximise vs 1022sqft bit oddly shaped

Have subscribed to a nice high floor 1022 unit. Tempted to change it to a 1423 for one more room though a 2-roms is pretty ok too as there are just 2 of us. Resevation is that the psf for 1423 is quite similar to the smaller ones.

Wow, at 1.2kpsf with the end of low interest rates, stagnant wage growth and stockpiles of unsold inventory. Who do you guys plan to sell or rent to (with negative carry)?

Arcoris was launched at abt RM930 psf is now asking for about RM1kpsf, which is an annual 1.5%pa return (negative in real terms).

Sorry for those trying pitch a sale here but i'm just trying to understand the financial end goal of buying a presumably overpriced condo

define better. being converted and already converted are different. MRT3 and HSR were confirmed by previous government too but could be shelved anyway, so your way of promoting sales does not really work

Now only billed 20%, the next billing should be until the construction is at your floor. So if your unit is at level 30+, then it will be a long way

Agent told me its definatley happening. Naza are converting all the blocks of KL metroplis starting with MET 1 to freehold. So yes MET 1 one will give you more bang for your buck!
