Okay firstly you need to know that buying 2nd hand account is breaking the ToS, arenanet don't bother at all actually but if something went wrong, like the seller suddenly submit a ticket to reclaim the account (because he have the serial key, purchase prove and etc) he can easily get it back, and you? You can do nothing because you don't have access to those.
Okay back to topic, make sure you changed email/password to yours, enable GW2 Auth app(optional) and ask the seller to forward the transaction & serial key email from Anet to your email so you have something as prove in case something happened in future.
Be very very careful when buying used accounts, good luck!
