Based on global loot on the server. A little bit broken and can be exploited I think. I believe weapon spawns are limited by global economy but not bullets or other military gear.
Based on picking up loot on one building will spawn loot in another building. Not sure if they fixed the timing but it was broken in Exp due to persistent items. Which is the reason why it is disabled in Stable.
Previously in EXP, unpopular loot will stay in server due to persistency and loot respawn keeps adding items to the building until it's full of trash. Since the building like a shed can only spawn a certain amount of items from the loot table, the same loot keep getting spawn in the same shed as you loot other buildings in the same area. And the fact that they did not restart the EXP servers, the amount of loot re-spawn + persistent loot meant a lot of building were basically flooded with useless crap.
I think they will add sort of timer or increase the grid size where the loot re-spawn works. Too small a grid can quickly fill up a small town over and over if you pick 2 separate buildings in a small town. But a bigger grid can prevent that and you can actually empty a town loot until the timer for re-spawn kicks in.
So far in Stable, I haven't really looted much since already geared but I have been to a few servers where military buildings were already looted (doors open) but still can find like AKM mags, bullets, vest which were not taken. I assumed it all re-spawned when other buildings were looted.
