How long it has been in that condition (not cold). If it's from day one, I think it's normal. Peugeot's cars are known for their not-so-cold air conditioner 

However, you might want to have it checked. Send to SC. The usual problem is leaking cooling coil. Yes, there are warranties for air conditioner parts.

yup. this part seems to be rather 'weak' but i was told that the replacement parts are of a better quality due to some running changes or sth like that. so, if you have an issue with the air cond and are still within warranty, do go see the sc soonest.

I think its very easy to tell either the a/c is serving or vice versa. If you can get the coldness although it is not as powerful  as oriental car, so it is okay. But if the temperature is bad, and compressors keep running w/o cut off, something not right on the system. It can be compressor, cooling coil as mentioned, leakages on piping, etc..
