Why your DL able to hit over 10000 ?
Mine only 8000 something.

Talk to your installer again and see whether he can help you.

Otherwise, you will need to call 100, and complain to ask them to change the sync rate to at least 9400kbps for you to achieve 8Mbps speed at the very best effort that TM can give. That takes a lot of phone calls and probably longer waiting time. YMMV.
