There is no safe way to check the CD-KEY are activated or not.

Some steam gift game have RU tag indicating it is from Russia. ROW is for Rest of The World. They are able to trade it to you but it is not advisable to buy RU game. The selection of language might be different and buying from russian can get your account suspend
quite frankly valve should have just block the entire gift from trading away to steam accs/IP adress that isnt Russian via the trading system. I am quite surprise they dont have such feature yet.
An unaware steam user could accidentally got his acc suspend if he is trading with his Russian friend.
