I don't want to delve into the white knight vs dark knight comedy; but yeah, Witcher 3 wasn't buggy at all as far as I concern. I played it launch on my i5 2500k & R9 280X and it was amaz-fxxking-ly.
In fact when I read through the bug list on wiki, I can't remember any of those happened to me.
C2077 is a whole different story... Just in the intro I already see dozen of bugs, visual only of course, but funny or immersion breaking bugs nevertheless.
Exactly. Totally a whole different level. Somewhat lost in faith really. At this point it's best to just hold off and wait.

And what's wrong with playing games weeks/months after launch?
I'm no CDPR apologist, but their past record speaks for itself and the support they give to their games, from the original Witcher up till Witcher 3. That's why people respect them for that. For Witcher 3's case, I did read in forums such as GameBanshee where people encountered some technical glitches and certain quest-breaking bugs which occurred for players who played the game on launch day itself. There was even a bug where after more than 200MB of saves, the game loading slows down tremendously. A lot of these bugs were eventually fixed by CDPR.
The issue is just that it was generalised as if Witcher 3 had the same amount of issue as Cyberpunk on launch. Because it doesn't. The amount of people having those major issues are really small, but for Cyberpunk the issue is happening to almost everyone. Just take the quote above for an example besides my own.
Not even talking about whether you want to play the game early or late really. It's always best to play it later than at launch anyway.
