 What's a "higher level pass"?

I was having a look at the requirements for STPM admissions into NUS courses, and I see that many, if not all of them require a "higher level pass" in so and so.

For example:

Chemical Engineering: Year 12 or higher level pass in Chemistry, Mathematics and Physics.

What's a "higher level pass"?

A and B would be hgher level passes.

D and E would be lower level passes.........F....fail lah.
