No major difference where you buy it from. You can still negotiate when buy through Dell Online (use the online chat button).
Yes, you can upgrade the RAM and HDD by throwing in a bit of money. But using your 14RSE example (which has RSP of RM2049), you could negotiate with the re-seller to throw in the extra RAM and bigger HDD as "free" upgrade (while maintaining the same price)
Hardware warranty is not affected by OS you use
