Yup, definitely a big difference, but the price could drop over time, possible to hit 1.3k in 3 months time or less.

In fact if you can get a brand new GNex for 1k or less, imo just get it.

It's only as safe as the owner's knowledge and usage. In other words, if you know what you're doing, you'll be fine.
Most importantly don't install rubbish app to your phone, especially those that aren't popular, check the permission of the app every time if you're skeptical, then you should be safe.
Needless to say, the benefit far outweighs the cons of rooting. I personally find it impossible to use an Android phone without root. HAHA
