I have did some research and found out the following..
Anyone from the age of 21 to 30 with salary lower than RM3000 (or student) can register for a RM200 rebate for 3G Smartphone purchase from selected outlets.
To register for the RM200 rebate for 3G Smartphones, please go to
https://komunikasibelia.skmm.gov.my/ (Last check 4/1/13 7.20PM = Up and running)(however, its still unable to register according to aspire2oo6)
After that, you will receive an e-mail with a PDF attached to it. Print out the PDF together with your IC (and student ID card for students)

-Went to UMobile outlet in 1Utama and the personnel said only need the reference number that came with the email and photocopy of IC(student card as well for students). Phone offered are the 5 models stated above but according to the personnel more models will be added due to the government removing the price cap but have not confirmed when by UMobile HQ.
