What sort of fishing ? 400 is more than enough to setup up something simple,..
But what are you fishing ? Fresh water? Saltwater? Pay pond? Sea shore? deep sea? Casting & bottom?
different methods requires different tools.
I can only help with freshwater setup heheh me no pro with sea fishing.

based from what you described, sounds like the joint or the ferrule is damaged
You can find some Rod builders to replace the Ferrule for you, else if the black is damaged then you may need to shorted the rod a lil
Shortening the rod will definitely change the rod characteristic
