Personally I would sub when there's an exclusive offer (like the current 12x exp boost). The game still works fine though even if you're an F2P player.
But for starting up, I'd recommend you do subs as F2P options are pretty limited during the character creation (and it's cheaper).

And as a new player, I recommend you buy this one first as it's cheaper and will give you 30-days subscription time.
Only usable once per account though.
I always bought my mmo subs from g2play btw, it's cheaper there.
