i cant get passed the hack shield, it will finish loading then nothing will appear. anyone can help on this?

The NPC is all at the disasemble NPC, you buy the stones there and use accordingly. 3 types of stones, the lowest lvl is for 25- lvl 30+ thus yes you can only break eq/weapon lvl 25 and above

Suggest you break all items you get if you dont use it. save up the mats for later on because from lvl 25-35 will breeze through and a lot of changes so no point ++ item
