On stock rom, it's one of the options on the toggle bar. On non-TW launchers, I think you can choose an Activity that links directly to the object that executes this action. Haven't tried that yet though.

UPDATE: tried on Nova launcher, it allows creation of a shortcut directly to this screen under the Settings Activity > Portable Wifi Hotspot.

I'm on stock rom as well...oh I got the toggle bar mistaken with my other device running Paranoid Android.
Anyway, yes, the stock rom toggle doesn't have this switch. You can download an app called TogglePanel that can configure toggles you want.

TW=Touchwiz ie the standard launcher. Nova is another launcher where you can set shortcuts directly to the screens of many parts of the UI.

All, I read this happening before, but coz I started using the hotspot feature these few days, I see that when I get a call on the phone, the data connection goes off, and my wifi from the notebook shows disconnected.

So would this be fault of the radio or fault of maxis?

No, I mean, coz when you are using hotspot, the phone is a router accepting your wifi, and transmitting/rcv via the data connection.

When I get a call, my pc->Note2 wifi connection is still there, but the Note2->data connection is disrupted. It returns to normal after the call.

pc->Note2->data->Internet
