My car don't have mudguards. It just heard sometimes.

While turning steering, no.
Still wondering what is that because it only happens occasionally.

Not sure if the source of sound is from the wiper water tank. Try to empty the tank or fill up and check if the sound still exists?

I wonder how durable is the power window switches at door panel if get splashed with rain water everyday. Any problem sofar?

FC wouldn't change much due to size of tyre alone. Driving condition and habit are the dominance factors.
City drive, stop and go and idling make fc worst. About 9to10 km per litre.
Highway constant speed drive can yield u about max 18km per litre.

Ur tank will still have some reserve. So u won't be able to fill up 42L. Theoretically still can drive ahout 10Lx13km/L. But dare u drive till last drop? Dunno if anyone experience till empty. Lol.
