how much i need to pay for the vaccination if i do it in government vet in PJ eh???

hi,
i'm having a toy poodle.
she's having some problem with her leg because she's having median subluxation of her patella..
and the only solution to fix this is by doing surgery.
i'm a student actually and can't really afford really expensive surgeon.
can i know anyplace or any vet can do this kinda surgery with a cheaper price.
the previous vet i went offered me RM 1000++ which i think it's way too much and i have no chances to afford it.
so i'm asking for help from you guys so that you guys can give me some opinions or can intro me to a cheaper vet and affordable by me..
my dog now is really suffering. her muscle has gone for wasting so much.
