However, if anyone of you still feels uncomfortable being spammed by someone, please quote the related PM by that person and send it to an admin/staff for review. If we do find that he is indeed making a mess here and disturbing everyone else, we will take appropriate actions.

Else, if you do not want to report regarding the user, you can always use the ignore function.
