why the need to charge actually? 2% ~ 3% for what?

guys, want to ask something. I got outstanding payment for mastercard & i would like to clear it before statement date. The outstanding payment is including GST.

Is it possible if i clear first my outstanding payment & claim the 10k point for GST after that?
