Do u guys having delay while playing? For example casted skill and it wont cast immediately.

I am on 94% world completion, left the 6% WvW maps. Tried to explore, really hard keep getting killed.
 Any ideas? |

Just installed the game and play back, not yet buy the new expansion. Is it easy to follow up? Quit this game more than a year already.
