First, check and verify your .dat file is latest. Second, if there is something to download/update, it'll first download something (script or the new launcher) only then proceed to downloading new files for .dat

I came back understanding a lv43 mesmer more than a lv80 guardian and warrior. There are guides online. I'd just follow their builds for now.

You'll be pretty much guided all the way, with their "New Player Experience" you won't feel too lost. Game's is easy, but only starts at level cap.
