I wouldn't single out any specific racial group regarding problems related to getting employment.
There are a lot of work out there. Its a matter of who is willing to take up the job offer.
Most Malaysians don't want to work in jobs that are seen as low class (even though it pays well above the proposed minimum wage).

Becoming a technician is not as simple as going though a 1-week training course.
You will need some sort of vocational certificate.
If i was an employer, i would hire someone that straight away can do the job.
