Not really,
you must read the Bible as a whole, not just focus on Corinthians.
Paul encourages everyone to pray in the tongues rather than refrain from it.
What He is refraining speaking in tongues is to believers as evident here.
1 Corinthians 14:6
Now, brothers, if I come to you and speak in tongues, what good will I be to you, unless I bring you some revelation or knowledge or prophecy or word of instruction?
This is where he emphasize to be quiet.
But at the same time, He also said;
1 Corinthians 14:39
Therefore, my brothers, be eager to prophesy, and do not forbid speaking in tongues.
and this verse as well.
Ephesians 6:18
And pray in the Spirit on all occasions with all kinds of prayers and requests. With this in mind, be alert and always keep on praying for all the saints.

a) Groaning does not equate tongues
b) No one is forbidding you to use tongues....but when theres no Interpretation in a public setting, be SILent!
c) Eph 6 emphasises what i pointed out...........all kinds of prayer including known human lingo which is just as powerful
