QUOTE 6 more countries offer to sell warships to Philippines - DND By: Abigail Kwok, InterAksyon.com January 6, 2013 11:07 AM MANILA - At least six foreign countries are offering frigates to the Philippines after the Department of National Defense (DND) expressed interest in purchasing at least two more warships to boost territorial defense amid the dispute at West Philippine Sea. Fernando Manalo, Defense Undersecretary for finance, munitions, installations and materiel, disclosed that aside from Italy, countries that are offering their frigates are South Korea, Spain, United States, Israel, Croatia, and Australia. Manalo said that earlier, the Philippines is only eyeing the refurbished Maestrale-class frigates from the Italian navy worth over P11 billion, but more countries have made their offers in the latter part of 2012. “Other countries are now just being convinced that the Armed Forces of the Philippines (AFP) is serious in its efforts to make itself stronger and more credible,” Manalo said. Manalo further disclosed that some of the countries were offering brand new frigates. He added that the DND is still in the process of conducting studies to determine which type of frigate will be best for the country. He said the department hopes to come up with a decision by the end of January. “Within this month something must happen,” Manalo said. “Due diligence is being exercised here because we are talking of billions of pesos,” he added. Meanwhile, the AFP’s Western Command has not monitored any Chinese vessels on disputed territories at West Philippine Sea. Air reconnaissance conducted Thursday showed no signs of Chinese warships, said Lieutenant General Juancho Sabban, Western Command commander. “As per information from my commanders, we conducted aerial recon (Thursday), we didn’t see any of the new vessels that China said they will deploy to West Philippine Sea, and I understand also that from reports (that) China already retracted its statement that they will board and search all vessels passing through West Philippine Sea. I think this is a good development,” Sabban said. source |

QUOTE Brazil signs AEW modernisation deal Brazil's air force has selected Embraer's Le Bourget-based subsidiary Embraer Aviation International to modernise its fleet of five EMB-145-derived E-99 airborne early warning and control system aircraft. Valued at almost $114 million and contracted in late December, the programme is primarily aimed at updating the surveillance aircraft's onboard mission sensors. It also follows the 6 December award of a deal with Brazil's Mectron that covers the development of the Link BR2 data link system. This will equip the modernised E-99s as of 2016, along with the service's modernised Northrop F-5EM, Embraer/Aermacchi A-1M and Embraer A-29 Super Tucano combat aircraft. The air force has refrained from providing further details regarding the E-99 modernisation programme. However, Brazilian sources indicate that the aircraft will receive enhancements to its electronic warfare and electronic support measures suites and command and control systems, plus updates to its Saab Microwave Systems PS-890 Erieye surveillance radar. India selects the A330 MRTT
By Australianaviation.com.au | 10 January 2013 Thursday | 4:44 pm The Indian government has formally announced the selection of the Airbus Military A330 Multi Role Tanker Transport (MRTT) as the Indian Air Force’s (IAF’s) new tanker aircraft. The announcement followed a lengthy selection process which included flight demonstrations in India by an A330 MRTT during which the aircraft refuelled multiple types of IAF fighters and operated from the high-altitude IAF base at Leh. Airbus Military says “detailed negotiations will now begin which it is expected will lead to the award of a final production contract for an envisaged six aircraft in 2013.” Airbus Military CEO Domingo Ureña Raso said: “We are grateful for the confidence shown in our company by the Government of India and the Indian Air Force, and we appreciate the detailed and fair appraisal of the competing products which they have conducted. This has been a long and tough competition and we are honoured to have been selected.” A total of 28 A330 MRTTs have now been ordered by Australia, India, Saudi Arabia, the UAE and the UK. http://australianaviation.com.au/2013/01/i...-the-a330-mrtt/ |

QUOTE Indonesia to accelerate military modernisation programme By Editorial yesterday, 15:49 PM The Indonesian government has brought forward its military modernisation programme delivery schedule to 2019 instead of 2024 in a bid to accelerate strategic force development. Addressing a press conference, Indonesian defence minister Purnomo Yusgiantoro Purnomo said that the government had decided to cut the military modernisation period from three to two strategic plan (Renstra) periods. In a bid to enhance capabilities within 15 years, Indonesia commenced its massive military development programme in 2010 with the procurement of modern armaments, military vehicles and high technology equipment for equipping all of the armed forces. Around US$16.7 billion was funded by the Indonesian government in the first Renstra period, which will end in 2015. As part of the modernisation programme, the nation has, to date, taken delivery of Sukhoi Su-30 fighter jets, Korea Aerospace Industries KT 1 Wongbee trainer/light attack planes, Embraer Tucano anti-insurgency planes and Krauss-Maffei Wegmann (KMW) Leopard main battle tanks as well as several new warships and submarines. A joint cooperation agreement has also been established between Indonesia and South Korea to develop about 200 4.5 generation fighter jets, also known as KFX, with initial prototypes scheduled for 2020. The country is also scheduled to receive 24 Lockheed Martin F-16 C/D fighter jets from the US and has allocated funds to equip its Army with Boeing AH 64 Apache helicopters. source This post has been edited by azriel: Jan 12 2013, 10:18 AM |

QUOTE Philippine Coast Guard to receive 10 patrol boats from Japan By Tina G. Santos Philippine Daily Inquirer 4:41 pm | Saturday, January 12th, 2013 MANILA, Philippines–The Philippine Coast Guard is set to hire some 300 new personnel to man 10 new patrol boats expected to arrive from Japan. PCG spokesman Commander Armand Balilo said they would prioritize applicants who would fit the qualifications of those who will man the new acquisitions. “We need to recruit people with maritime-related courses such as marine engineers and marine navigation course. But we would also be needing technical experts such as those who have mechanical, welding and electrical skills or background,” said Balilo. Foreign Affairs Secretary Albert Del Rosario discussed with Japanese Foreign Minister Fumio Kishida, during the latter’s visit early this week, a loan agreement for the Philippines’ procurement of 10 multi-role response vessels for the Coast Guard. The new patrol vessels, which are expected to arrive in 2014, are expected to boost the country’s territorial defense in the West Philippine Sea. PCG usually accepts applicants who finished even non-maritime-related courses. “But we should now prepare for our new assets. We should prepare the right people or the crew and asset management team who would be in charge of our new vessels’ maintenance,” Balilo explained. He added that they have one year to hire the needed personnel, who would be assigned for deck operation, navigation, gunnery and engineering. Those who would be selected would undergo one-year training on board the new ships. source |

QUOTE Thursday, 10 January, 2013 | 15:05 WIB Leopard Contract Signed TEMPO.CO, Jakarta: The Ministry of Defense signed a contract to procure approximately 100 units of Leopard main battle tank with Rheinmetall, a Leopard manufacturer from Germany. "(The purchase agreement) was signed in mid-December," Head of Defense Facilities at the Ministry of Defense, Major General Ediwan Prabowo, said yesterday. The contract, Ediwan said, has a smaller value than the initial budget of US$ 280 million. Albeit refusing to mention the actual contract worth, Ediwan ensured that the technical specifications and the number of tanks to be produced are the same as the initial agreement. The purchase of the 63-ton tanks, Ediwan added, comes with the technology transfer agreement signed last November. "PT Pindad and The Army Central Workshop will receive training cooperation to improve mild to severe damages in the tanks," he said. SUBKHAN source |

QUOTE Fresh delay hits UK complex weapons programmes The UK Ministry of Defence has yet to decide on a future use for its Fire Shadow loitering munition system, despite having already invested more than £200 million ($320 million) in developing the capability, the government's National Audit Office spending watchdog has revealed. A result of the UK's Team Complex Weapons initiative and led by guided weapons specialist MBDA, the Fire Shadow project culminated with firings conducted at the Vidsel test range in Sweden. The British Army had intended to conduct a trial deployment with the roughly 54nm (100km) range system in Afghanistan from March 2012, but dropped the plan; a decision which the NAO says was influenced in part by "system maturity". "The Department is deciding on the future of this project, which it has spent £207 million to date developing," the body says in its Major Projects Report, published on 10 January. In another setback for the UK's complex weapons activities, the NAO also reveals that the launch of full development work on its planned Future Anti-Surface Guided Weapon (Heavy) has been delayed, pending the outcome of a government spending review being conducted by intended programme partner France. The collaboration was originally intended to provide a new anti-ship missile for use by naval helicopters from around 2015. However, the NAO warns: "There will now be at least a 19-month gap between the existing capability leaving service and the new missile being available." The MoD could potentially decide to extend the life of its existing MBDA Sea Skua weapons as a result of the delay, it says. Flightglobal |
