You can use any free vpn server to  access google store. Use comgateway easiest

Check your receipt, it says google will only charge your card when items are shipped.  That's why many were hit with the verification request when google flag the accounts for potential fraud due to discrepancy in the addresses.  Damn google making things difficult for non - US buyers
