Get along a good dictionary. You might a dual-language dictionary as well in order to get the meaning of the English word you don't understand in the language you're more familiar; i.e. Chinese or Malay.

For beginner, they should start with something local first. As CCN and BBC will have reporters which their accent is different from us.

Did I say "just start with ... "? Of course, when your ears can adapt to it, you can always switch to higher level later on.

Listening to CNN and BBC will be quite difficult for beginners. Accent and pace ...

There's other language centre like Erican and etc. You may try those if you want. I guess the fee might be lower than British Council.

British Council costs more because they have quality and you may be learning the finest English in Malaysia. I didn't take any course at there and I'm not sure with the environment at there. Perhaps their lecturers might come from England. That's why you're paying more.

You doesn't need a LAN approval to conduct a English language course. LAN is doing accreditation to be more precise and MOE or MOHE is doing the course apparoval.

Perhaps, people are paranoid with unemployment and not recognized courses taken at the tertiary level.
