Yeah iPhone 5 does not support 2600mhz band LTE as it is only widely used in the EU and Asia. US is using another band.
So basically those who are seeking to experience LTE on the iPhone 5 will be disappointed. Unless the US decides to use 2600mhz, very unlikely, the chances of any iphones that can use LTE in Malaysia is very slim.

If it is constantly switching, means the connection is not stable. There is an option to Enable 3G or Disable 3G at the General option, but there is no option for you to only select 3G. I believe the main fault is your telco connection. However, you can try to reboot your phone and see if it's the same. If it still persist, you can call your telco operator and tell them your issues.
