I removed my CPU cooler, Silverstone AR03's fan to 2 Sickleflow Xs and it is not noisy.
It is only 19dBA, can transfer good amount of flow and best is rm22-27 only for 1 fan.

I only tried ID cooling fan with removable rings though. So far it is decent but the rings is a bit flimsy.
I suggest u get the ID cooling ones. seems the review at newegg are favorable.

Anyways if u still undecided u can try buy one first and test it by mounting it as top exhaust because some FDB/hydro bearing fans don't like to be installed horizontally.
hmmm, just fill it with all aerocool DS white. looks great with black/white.
seems like a good fan but I doubt about fitting those fans as top exhaust because of it so called advanced sleeve bearing. If what they meant of advanced sleeve bearing is FDB then I see no problem fitting it horizontally.
U could invest on a fan controller or 7V adapter to reduce the fan speed hence reduce the noise.

Mine are put on CPU cooler, GPU so far so good with original fan.
When the fans are clean, my AMD can have thermal margin of 48°C and typical temperature at 42°C without air cond.

Well, CPU cooler air flow should be blowing toward the rear exhaust fan while GPU cooler should be going to the sides.

CM's Sickle flow will be my best bet on casing fan, cheap and good air flow at 90, that's double of the link you show.

What I'll do is, match the noise level to CPU cooler. No point of having casing that "silent" but CPU cooler not.
Anyway, another important factor of getting a quiet CPU is the mounting feet of a casing.

Well, how low you need? Sickleflow at 19dBA only. Flow and pressure are quite good.
