Yes, Netflix can work without the VPN. I have tested Netflix using the test account provided by below TS. TS will provide you the step by step to test the Netflix.

1). I have tested the link you given, Jade is working but HDJade does not work. As per link name "http://m.xiai.tv/ios/" self explain it is build for IOS, maybe only work for Safari browser. However, there many different web site and apps available in Android which you could archive the same purpose.

2). The device is not rooted and we stringly not encourage to root the device as root device could be easily infected with virus and spyware. I presumed you aware about the consequences of rooting the device.
