there are too many good open-backed over-ear headphones within rm2k budget, currently eyeing on hifiman he-400, is there any better suggestion? i want a neutral headphone. thank you in advance.

For a orthodynamic headphone, yes they are always very detailed and sharp, but it is also always too bright for me. That's why Sennheiser never ventured into orthodynamic, for me.
Anyhow, there is another option you can go which is Beyerdynamic T90, which is a very good to upgrade from.

vestamp is amp only.. vestamp+ is with a dual wolfson WM8740 DAC, not sure in mono or parallel configuration..

i tot i saw picture of vestamp got put the word DAC...
but no "+" there.

just check with them when you buy.... the price is definitely quite a margin between both and the the non-DAC version will not function as a soundcard when connected to a PC via USB...
