have you tried clearing cache of the apps?

for play store:
clear cache for the following:
a. Google Play Store
b. Google Services Framework

reboot.. then it should ask for you to allow "locations"

if you are a rooted phone, go into recovery:

1. clear cache and dalvik cache
2. fix permissions.. then reboot

because you force close it manually.

or if you meant that you forced close a system app..
