You recall giving any consent?

If you didn't say yes, then file a complain and ask them to provide evidence that you accepted the card.

they did call and ask me to try. then they send the card. after i receive the card, i did nothing, nor activation. so they call again. since the card send to my hometown, i say will activate if i got it from my mum. so now they impose gst. anyway my question is, did the activation is the only final acceptance of their offer of this credit card?

Acceptance takes place when you sign and submit the application form, or in your case, giving any consent. I believe once the account no is generated, the GST will be imposed. Activate or not, in my opinion, is a security measure but has no bearing on the GST because most of the time, the GST will already appear at the online banking system.

ic. sigh then. coz i was so busy and when i wanna use the card only realize that it's not activated. and thus 3 times swipe couldn't realize and gst 50 imposed. just felt like they didn't activated my card and want me to swipe 3 times to get the gst waiver. sienz..
