iPod GPS and data issue, Ipad

I have an Ipad with 4g service, every month 1gb which just sign up past few days ago, but I didnt use it much except of gps 10-20min once. Wanted to ask if i off the apps by holding it and off it, the data still running on? or I must go general setting > location service > off , only can completely shut down the data running?
if not why my data has gone down so fast.

Im using papagomo with my new ipad, no it doesnt used up ur data.

I don't think is your GPS app sucking the bandwidth. Even with real-time google-map or Waze, it won't reach 1GB based on your usage. Try check which app is enabled for data-usage in settings. If j/b, then can find apps to track which one using up bandwidth.
