What a stupid person you are. Which game does not require fix and patch anyway ?? All these gaming years .. ALL the game require patch and fix .. Nothing is perfect, and now you say the game is lame because need a full perfect fix and patch ?!! 
Stupid person like you should stop playing DOTA 2 and go back to retro game from the 1990's.. All off that old game is perfect no fix and patch requires. Really.. just go back to your cave.

anyone know how to solve this?

Jugger ulti does 150-250 dmg per slash and just like his first skill, he can attack during his ulti. Nothing improves his ulti other than scepter. Why people say you can get more slah if u got more attack speed, means when you jumping, you can right click few more times more.

To answer your question, No for jugger ulti but yes they can proc during normal attack when jugg ulti.
