Im guessing it wont trigger... Not sure though.. Can try it out yourself in practice lobby. Yes dota 2 has disablehelp fucntion. Once in game top left corner, either one of the icons you can assign control unit or disablehelp.

Its tied up with your account. Just dont install the whole game after you reformat. Leave it there in your account. It wont take up your storage space. Just that it still shows in your library but IINM it will be greyed out.
