depends on which context. if rpm, then low end means from idling rpm right until 2,500-3,000 rpm. High end means from 5,000~8,000 rpm or more, depending on the redline.

if in terms of speed, low end could refer to the initial acceleration, ie, 0-100 km/h and high end could refer to the speed nearing the top speed.

2003 city, kalau is iDSI, then it is no any better than Campro engine, especially when the campro engine is new and now comes with a torque based ECU.

those generation city is susceptible to broken CVT mounting and if you're unlucky, you could get a unit with f**ked up CVT gearbox by Honda SC.
