It's like this - large number of US sites especially the branded ones (apple US included) require not only the shipping address but the BILLING address to be a VALID USA based address before a purchase can go thru.

On checkout, you will be asked to input shipping and billing address. There is a two step verification. Firstly, you need to input a valid address on checkout, valid here means the post code, address and phone numbers must match the address region you key in.

Secondly, after you key in, in Google case, they perform a security verification on all this info with your credit card provider.  That's why you sometimes get a USD 1 charge (which is refunded eventually) notice on your mobile. If your address differs, then the transaction may be cancelled to protect the card holder.

So, what you do is if you don't have a relative or friend in US with a valid address, then register with hopshopgo or comgateway and they will give you a FREE US address. The (c/o xxx-xxxx) in the second line of the  provided address is your identifier with them.  Call up Amex and give them the address in full - tell them you intend to make a few purchases in US and wish to update your address.

I am not sure if other credit card companies allow you to have a foreign address.  That you have to check or if anyone can confirm cos it seems like the credit card numbers in MC and Visa are already hard coded with a country identifier?

And finally, get a good vpn service for sites that filter and block non - USA ip addresses origins like, google play store
