i think monk have alot of chance to win:
have FoT-Tc to keep teleport hit to keep melee range
have lashing tail kick+hand of ytar to long range slow you 80%for 2sec.
have serenity to immunity.
have high dex for dodge.
have mantra of retributio+retaliation to reflect dmg to range / melee 60-80% all the time which alot better compare to barb's reflect 4sec+15sec cd.
have pacifism passive to reduce dmg 75% while in stun, fear, immobile /cham.
have 10%mspd passive.
can wear shield for full block as well.

Barb will own most class if he was weapon throw type, which long range dmg + slow 60% 2sec.
But monk have better chance to own barb as well, due 75%dmg reduce passive, many chasing skill like (lashing tail kick+hand of ytar / FoT-Tc /Dashing strike)
With Mantra of retribution+retaliation, u aleady killing urself 60%hp, remaining 40% monk will do it easy with the short cd skill chasing + hitting, this apply if both have equal ehp. What if the monk have 2times ehp longer than ur, by logic u gona gg urself.
Not to forget a 3000+dex monk will most likely have near 50% dodge or more, basically u gona miss ur shot by half.
