If you are going to overclock Bulldozer, you need ridiculous clock speed to achieve the stock performance of Ivy Bridge.
Due to this, Ivy Bridge is a better choice provided the price is similar.
What you earned : money from getting good cooler to handle the heat, TNB bill (high power consumption).
It is true that FX-4100 has better multithreaded performance than i3. But for that price, you can get older Phenom II x4 955, which actually performs faster than FX-4100 with changes left.

FX-4100 is not true quad core as well. You want to overclock but you don't have the budget. FX series also have mediocre power consumption even at stock speed.
