SOE is currently on the works upgrading the game optimization. Best way, download the game from SOE site, don't download from Steam!
In the mean time you can follow this
GUIDE to optimize your game. PS2 is CPU intensive so if you set the graphics low, most of the work will be done by your CPU while your GPU sitting around like a bum. You'll have to set some details to ULTRA which you have to tweak from the game file and not ingame. In ULTRA, it'll wake up the GPU and takes some of the burden from the CPU straight away. With good graphic cards (mine AMD5670) the game is joy to look at with 15-50 fps or higher.
currently have a GTX780, and yeah previously the frame rates was quite bad for me, on the FPS counter [CPU] was always there. But i'm kinda wired to be only satisfied with at least 60fps, else it just hurts my eyes

But out of all seriousness I didn't know i have to manually edit the .ini file to change them settings, weird. And by setting the options to ULTRA then only the GPU would take over the burden from the CPU? So if other settings are at high/medium it wouldn't work eh? Anyways thanks for the tip bro!

if you're using steam please do not use steam files integrity check. use the SOE launcher files' integrity check instead.
most probably the version in steam's database is different from SOE launcher.
i had to re-download 2 times in past before i read about this. Now changed to standalone SOE launcher.
That's exactly what i did man, after the game crashes i just went and click steam's file integrity checker and boom, 8.7GB to download, i was like WHATTTT

So i'm better off downloading using the client eh, that's kinda sad coz i'm so used to having steam manage my games library.
