How purchaser shall be protected under such condition?

Can the purchaser claim back compensation or given a choice to retract the SPA since it is still under construction?

Now developer no money to hire main con..they now suing the old main con to get back the money they paid..but this kind of case takes few years to settle..until then villamas not able to finance the project...really fuxk up
